The sun heats the earth more at the equator. As air rises, it cools and descends again forming convection cells (called the Hadley, Ferrel and Polar cells).  The rotation of the earth also has an effect (the Coriolis force).  Generally, the winds around the earth form a pattern (see diagram).  As you have seen with coastal situations, local geography also plays a part.
